No person shall enter upon the field area, utilities and service rooms or areas, or other areas as may be designated restricted, except:
(A) Persons assigned to duty therein;
(B) Persons authorized by the Airport Manager;
(C) Passengers, under appropriate supervision, entering the apron for the purpose of embarking or debarking.
