(A) Fixed wing aircraft will land and take off on runways.
(B) In all cases, takeoffs and landings over populated areas shall be kept to a minimum in the interest of public safety and convenience.
(C) Prior authorization is required before airships, dirigibles, motorless aircraft or aircraft with a gross weight of more than 12,500 pounds may land.
