§ 78.04 REGISTRATION OF SNOWMOBILES.
   (A)   Operation of unnumbered snowmobiles. Except as otherwise provided in the ILCS Ch. 625, no person shall, after the effective date of this act, operate any snowmobile within the corporate limits unless the snowmobile has been registered and numbered in accordance with the provisions of the state Snowmobile Registration and Safety Act, ILCS Ch. 625, Act 40, §§ 1-1 et seq.
   (B)   Municipal registration. All persons owning or operating a snowmobile within the corporation limits shall purchase from the City Clerk and display prominently upon the snowmobile a municipal registration decal.
   (C)   Purchase of decal. The City Clerk, upon receipt of payment of the authorized fee, shall supply a decal to the owner or operator of a snowmobile upon proof that the owner or operator of that snowmobile has properly registered same with the state Department of Conservation and has received a certificate of number indicating such registration.
   (D)   Loss of municipal registration certificate. Should a certificate of municipal registration become lost, destroyed, or mutilated beyond legibility, the owner of the snowmobile shall make application to the city clerk for the replacement of the certificate or decal, giving his or her name, address, and the number of his or her snowmobile and shall at the same time pay to the City Clerk a fee of $1.
   (E)   Municipal registration number application. The owner of each snowmobile requiring numbering by this municipality shall file an application for number with the City Clerk on forms approved by the City Council. The application shall be accompanied by a fee paid annually to the City Clerk in the amount of $1.
