Before the owner or the person entitled to possession of any impounded vehicle shall be permitted to remove the same from a pound or storage space, he shall furnish evidence of his identity, ownership of the vehicle, and right to possession thereto and upon delivery shall sign a receipt for the vehicle and shall pay the costs of removal and storage.
