For offenses other than violations of §§ 76.01 and 76.11, police officers, after making not of the license number of the vehicle and the name of the person violating this chapter, where possible, may issue a traffic violation ticket notifying the person to appear in court at the time designated for hearing such cases. The officer may sign a complaint for the issuance of a warrant if the person does not appear at the time and place specified.
