Not later than one year from the effective date of this subchapter or during reconstruction, whichever is sooner, all existing cross-connections to the city water supply systems shall be eliminated or controlled in accordance with the state Plumbing Code and Environmental Protection Agency rules and regulations. The expenses of the elimination shall be that of the owner of the property on which the cross-connection exists.
