(A) The concentration of wastes used for computing surcharges shall be established by waste sampling. Waste sampling shall be performed as often as may be deemed necessary by the Superintendent of the Sewerage Department and shall be binding as a basis for surcharges. Surcharges shall apply only to wastes having concentrations in excess of 200 mg/l of BOD and/or in excess of 250 mg/l of SS (normal sewage strength).

(B) The wastewater service charge shall be computed by the formula CW = CM + (Vu - X)CU + CS.
(1) CW is the amount of the wastewater service charge ($) per billing period.
(2) CM is the minimum charge for operation, maintenance and replacement.
(3) Vu is the wastewater volume for the billing period.
(4) X is the allowable consumption in gallons for the minimum charge.
(5) CU is the basic user rate for operation, maintenance and replacement.
(6) Amount of surcharge.
