(A) The use and withdrawal of water from the town water system by any person for the following purposes shall be restricted in accordance with the schedule of stages hereinafter set forth.
(B) The stages of restrictive uses shall be based upon the water level of the storage capacity in the town’s 1,000,000-gallon storage facility and the production of less than 400 gallons per minute of treated water into the system.
