All persons having any claim against the town shall be required to present such claim, in writing, within 30 days after the date such claim may arise, at a regular meeting of the Board of Commissioners; provided, however, that the Board may by unanimous consent, consider, pass upon, and audit any such claim at any meeting, whether special or regular.
