(A) Every place of habitation used as a human habitation, or held out for use as a human habitation, shall comply with all of the minimum standards of fitness and all of the requirements of this subchapter. No person shall occupy as owner-occupant or let to another for occupancy or use as a human habitation, any place of habitation which does not comply with all of the minimum standards of fitness for human habitation and all of the requirements of this subchapter. All work shall be done in a workmanlike manner.
(B) All structural repairs or alterations to places of habitation and all new construction of places of habitation shall be performed in compliance with all applicable requirements of the state Building Code.
