On Tuesday after the first Monday in November, 1973, and every four years thereafter there shall be elected two commissioners, and on Tuesday after the first Monday in November, 1975, and every four years thereafter, there shall be elected three commissioners. The present members shall serve until their terms expire. On Tuesday after the first Monday in November, 1973, and every two years therefore there shall be elected a mayor.
