The legislature of the state has in G.S. Ch. 143, Art. 21, part 6 (being G.S. §§ 143-215.51 to 143-215.61); Ch. 160A, Art. 19, parts 3, 5, and 8 (being G.S. §§ 160A-381 to 160A-394, 160A-411 to 160A-440, and 160A-456 to 160A-459.1, respectively); and Ch. 160A, Art. 8 (being G.S. §§ 160A-174 to 160A-205.3) delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry. Therefore, the Board of Commissioners does hereby ordain as follows in § 152.02.
