§ 151.36 CONSTRUCTION REQUIREMENTS.
   (A)   All access, driveway entrances, and other openings onto streets within the jurisdiction hereof shall be constructed so that:

      (1)   Vehicles can enter and exit from the lot in question without posing substantial danger to themselves, pedestrians, or vehicles traveling in abutting streets;

      (2)   Interference with the free and convenient flow of traffic on abutting or surrounding streets is minimized; and
(2003 Code, § 23-302.2)
      (3)   Damages to abutting streets caused by construction shall be repaired.

   (B)   (1)   Specifications for driveway entrances are set forth in _____ incorporated herein by reference. If driveway entrances and other openings onto streets are constructed in accordance with the foregoing specifications and requirements, this shall be deemed prima facie evidence of compliance with the standards set forth in division (A) above.
      (2)   For the purpose of this section, the term PRIMA FACIE EVIDENCE means that the town may, but is not required to, conclude from this evidence alone that the proposed development complies with division (A) above.
