(A) Change of ownership or title to any taxicab or taxicabs shall automatically revoke any privilege license previously issued for operation of the same; and the purchaser or transferee shall not be allowed to operate the same as a taxicab until he or she has applied for and been granted a privilege license and paid the fees as herein provided.
(B) A lease of a taxicab for the purpose of this section is deemed a sale or transfer of same.
