(A) Any person who shall engage in the business of buying, selling, handling, storing, or hauling junk shall first obtain a permit thereof.

(B) Application for a permit to engage in the junk business shall be made to the Town Manager and shall state the place where the business is to be conducted and that the terms of this subchapter shall be met.

(C) The Town Manager shall issue a permit to engage on the junk business to the applicant thereof if it shall appear that the location of the junkyard shall not constitute a fire hazard or other hazardous condition to any adjacent property.
