(A) Nothing in this subchapter shall be construed to mean that it shall be unlawful in any public place for a person to hand out or distribute, without charge to the receiver thereof, a non-commercial handbill to any person or occupant of a vehicle who is willing to accept it.
(B) Neither shall the provisions of this subchapter in any way affect the usual and customary deliver of newspapers and periodicals.
