(A) Upon receipt of the application for a peddling or solicitation permit, the office of the Town Clerk may make or cause to be made such investigation deemed necessary to determine that the peddling or solicitation is in the general interest of the public and that it is being conducted by responsible and reliable persons.
(B) He or she shall then issue such permit. Such permit shall be nontransferable and shall not run for more than the period stated on such permit.
