During the continuance of any fire, the Chief of the Fire Department, his or her assistant, or the Mayor shall have power to call on any and all able-bodied persons to assist in extinguishing the same, or in pulling down or blowing up any building, if in his or her opinion, it is absolutely necessary; or in removing any goods, wares, and merchandise from said burning building in danger of fire to some place of safety.
