(A) Top priority shall be given to protection of property within the municipal area and zoned area, provided, however, that, in the case of the zoned area, the top priority shall not be applicable when the governing body has not approved installation of water lines and fire hydrants of sufficient capacity to make the use of pumper vehicles possible.

(B) Dispatching of firefighting equipment beyond municipal and zoned area shall be permitted provided that the Chief or Assistant Chief ascertains sufficient equipment and personnel is left behind to provide protection for municipal area; and the distance to fire one way does not exceed five miles provided, however, in case of a call for mutual assistance, this mileage limitation may be waived so long as above is complied with.
