Whenever it shall come to the attention of the Health Officer that there exists on any lot or parcel of land in the town any of the conditions enumerated in § 90.15, he or she shall forthwith give the owner thereof notice, served upon such owner by a police officer of the town, or in the event said service cannot be had after a reasonable attempt is made, by publishing the same in a newspaper published in the town once a week for two consecutive weeks, that said condition exists and that he or she shall have 15 days from the date of such service, or from the final date of publication, in which to remedy the same or the town shall cause to be remedied.
