The owner, lessee, tenant, or occupant or person in charge of any building or premises where there shall be any nuisance or any violation of any provision of this code or town ordinance relating to health and sanitation shall be jointly and severally liable therefor; each of them may be required to abate the same or comply with the order of the Board of Commissioners within the time prescribed in said order.
