§ 54.22 PRE-COLLECTION PRACTICES.
   (A)   Preparation of refuse. Tree trimmings, hedge clippings, and similar material shall be cut to lengths not to exceed four feet and securely tied in bundles not more than two feet thick before being deposited for collection. All other refuse and rubbish shall be placed and maintained in containers for collection, or bagged as appropriate.
   (B)   Refuse containers.
      (1)   Refuse containers shall be provided by the owner, tenant, lessee, or occupant of the premises. They shall be maintained in good condition. Any container that does not conform to the provisions of this chapter or that may have ragged or sharp edges or any other defect liable to hamper and injure the person collecting the contents thereof shall be promptly replaced upon notice. The Manager shall have the authority to refuse collection services for failure to comply herewith. Containers shall be made of metal or rigid plastic, equipped with suitable handles and tight-fitting covers and shall be of such weight that they can be handled by one person. Such private containers shall have a capacity of not less than ten gallons nor more than 32 gallons in order to achieve efficient equipment utilization.
      (2)   Every person producing or having refuse shall provide and keep on his or her premises or property sufficient refuse containers to handle all the accumulations or refuse in the interval between collections. Receptacles may be secured on appropriate racks or other methods so they may not be turned over. In the event that any person shall produce or accumulate refuse not practical to store in a 32-gallon container, or shall accumulate more than one 90-gallon containers of refuse container, or more than three 32-gallon containers of refuse between collection intervals, shall be required to lease or purchase a bulk refuse container approved by the town in order to receive collection service. After July 1, 1988, only front-loading bulk refuse containers will be approved and serviced by the town.
   (C)   Storing or refuse. No person shall place any refuse or rubbish in any street, alley, or other public place upon any private property within the town except in proper containers for collection or under express approval granted by the Manager, nor shall any person throw or deposit any refuse in a stream or any other body of water. Any unauthorized accumulation of refuse or rubbish on any premises is hereby declared to be a nuisance and is prohibited.
   (D)   Points of collection. Individual refuse containers shall be placed for collection at ground level on the property, at the curbside of the street from which collection is made. Bulk refuse containers shall be located with the approval of the town.
