(A) No person shall rent a boat or boats to other persons on the Piqua Hydraulic Canal and Lake System unless a license shall first have been granted by the City Manager.

(B) The City Manager is authorized to grant licenses for the rental of boat or boats on the Piqua Hydraulic Canal and Lake System upon the payment by the applicant therefor to the Director of Finance of a license fee of $1 per boat per year.

(C) No license shall be issued by the City Manager until the prospective licensee shall have first agreed to keep all boats to be rented in a safe condition, and shall agree to indemnify and hold the city harmless from any and all liability which may grow out of the business being operated on public property.
