It is declared to be unlawful for any person to drive or operate any motor vehicle, motorcycle, or ride or drive any horse, or horse-drawn vehicle within the limits of any public park or grounds owned or controlled by the city, except such ground explicitly designated by the Park Board for such specified purposes, except for repair, construction or delivery purposes.
