(A) It shall be unlawful for any person to keep, maintain or have in his or her possession or under his or her control within the territorial limits of the city any of the following animals:
(1) All poisonous animals, including rear-fang snakes and spiders.
(2) Apes, including chimpanzees (pan); gibbons (hylobates); gorilla (gorilla); orangutans (pongo); and siamangs (Synphalangus).
(3) Baboons (papoi, mandrillus).
(4) Bears (ursidae).
(5) Bison (bison).
(6) Cheetahs (acinonyx jubatus).
(7) Crocodilians (crocodilia), 30 inches in length or more.
(8) Constrictor snakes, six feet in length or more.
(9) Coyotes (canis latrans).
(10) Game cocks and other fighting birds.
(11) Hyenas (hyaenidae).
(12) Jaguars (panthera onca).
(13) Leopards (panthera padus).
(14) Lions (panthera leo).
(15) Lynxes (lynx).
(16) Foxes (vulpes).
(17) Monkeys, old world (cercopithecidae).
(18) Ostriches (struthio).
(19) Piranha fish (characidae).
(20) Pumas (felis concolor), also known as cougars, mountain lions, and panthers.
(21) Snow leopards (panthera uncia).
(22) Tigers (panthera tigris).
(23) Wolves (canis lupus).
(24) Birds of prey (raptors).
(B) The provisions of this section shall not apply to licensed pet shops, menageries, zoological gardens, and circuses, if the following apply:
(1) Their location conforms to the provisions of the zoning ordinance of the city.
(2) All animals and animal quarters are kept in a clean and sanitary condition and so maintained as to eliminate objectionable odors.
(3) The keeping of animals, birds, or fowl otherwise prohibited by this section may be permitted by applying for a special permit from the City Manger. Permits may be issued to permit circus performances or other public exhibition or entertainment events. Any person, organization, group or business granted a special permit will be required to comply with the conditions of division (B) and all federal and state regulations and licensing requirements.
