The Utility shall be responsible for controlling erosion, siltation and sedimentation that will adversely affect storm sewers, drainage ditches, watercourses and other drainage facilities. The Utility will also be able to have an enforceable option, for private development and construction practices that do not follow MS4 guidelines and present the potential for sediment runoff to occur. These measures should be enacted to promote the use of Best Management Practices on all earth-disturbing activites.
