§ 54.08 PERMIT FEES AND AUDITING.
   (A)   Telecommunication and Utility Permittees pay an annual fee determined by the following:
      (1)   Permittees utilizing less than one mile of right-of-way shall pay a fee of $1,000 per year.
      (2)   Permittees utilizing between one and ten miles of right-of-way shall pay a fee of $10,000.
      (3)   Permittees utilizing more than ten miles of right-of-way shall pay a fee of $25,000.
      (4)   Such fee shall be paid in advance for each year prior to January 31. Partial year permits shall be prorated.
   (B)   Special Permittees shall pay an annual fee of $.10 per linear foot of right-of-way used or occupied, but not less than $100. Such fee shall be paid in advance for each year prior to January 31 of such year. Partial year permits shall be prorated.
   (C)   In addition to the annual fees set forth in division (A) and (B) hereof, permittees shall reimburse the city for the cost of inspection of the erection, installation, maintenance and/or restoration authorized by the right-of-way work permit. Such reimbursement is payable upon receipt of an invoice from the city.
   (D)   As additional compensation for the use of the right-of-way, the City Manager, in his sole discretion, may require permittees to release the city from any obligation to pay compensation to the permittee for the cost of relocation of utilities located in private easements in conjunction with road improvement projects.
