(A) The prices to be charged for water furnished by the Municipal Water System to all consumers outside the corporate limits of the city (except for city departments) are fixed at 115% of the rate charged to consumers situated in the city.
(B) Customers who are located outside of the city corporate limits will receive city water rates if all of the following are satisfied:
(1) The customer is a government entity legally created under the State of Ohio;
(2) The customer has signed an annexation agreement at the city's request that it will annex immediately on becoming contiguous to the city; and
(3) 75% of the primary business of the customer is physically located within the city limits at the time the customer commences using city water.
