(A) During any period when disaster threatens or when the city has been struck by disaster, within the definition of this chapter, the City Manager may promulgate such directives as he or she deems necessary to protect life and property and preserve critical resources. Directives may include, but shall not be limited to, the following.
(1) Directives prohibiting or restricting the movement of vehicles in order to facilitate the work of civil defense forces, or to facilitate the mass movement of persons from critical areas within or outside the city.
(2) Directives pertaining to the movement of persons from areas deemed to be hazardous or vulnerable to disaster.
(3) The establishment of a curfew.
(4) Prohibiting the sale of intoxicating liquor or beer.
(5) Prohibiting the sale of firearms.
(6) Prohibiting or limiting the assemblage of persons.
(7) Any other directives necessary to preserve public peace, health and safety.
(B) Directives promulgated in accordance with the authority above will be given widespread circulation by proclamation published and uttered by newspaper and radio.
