(A) There shall be allowed annually to the Department of Law a sum to provide for expenses which may be incurred by the Director of Law in the performance of his or her official duties and in the furtherance of justice and in the furtherance of public welfare. Upon the order of the Director of Law, the Director of Finance shall draw his or her warrant on the city treasury payable to the Director of Law, or such other person as the order designates, for such amounts as the order requires, to be paid out of the general fund of the city.
(B) The Director of Finance is authorized and directed to pay the Director of Law, or the law firm with whom he or she is associated, a set sum per month in lieu of secretarial, library, office and other expenses.
