SECTION 137 WHEN PROVISIONS TAKE EFFECT.

For the purpose of nominating and electing members of the commission this charter and any amendments thereto shall be in effect from and after its approval by the electors of the city. For all other purposes this charter and any amendments thereto shall be in effect from and after the first day of January next following the first election of members of the commission thereunder.
