Prior to the beginning of each calendar year, after the year 2000, the city manger shall submit to the commission a revised budget, and a draft of an appropriation ordinance based on the revised budget and drawn so as to provide for all expenditures proposed therein for that fiscal year. Upon the submission of the proposed appropriation ordinance to the commission it shall be deemed to have been regularly introduced therein. The commission shall provide for public hearings upon the proposed appropriation ordinance, to be held either before a committee of the commission or before the commission sitting as a committee of the whole. Following the public hearings the proposed appropriation ordinance may be changed or amended by the commission, and shall take the same course and be subject to the same procedure in the commission or before the commission sitting as a committee of the whole. Following the public hearings the proposed appropriation ordinance may be changed or amended by the commission, and shall take the same course and be subject to the same procedure in the commission as other ordinances but shall be passed before the first meeting of the commission in January of that calendar year. After its passage the appropriation ordinance shall be published in the manner provided for the publication of other ordinances.
