SECTION 38 NUMBER OF ASSISTANTS AND SUBORDINATES, HOW FIXED.
   The number of assistants and other subordinates to be employed in or by each department or office shall be fixed by the commission, unless the commission authorizes the manager to determine the number of such assistants and subordinates in and for any department or office subject to the appropriations made therefor.
