SECTION 37 ONE PERSON AS HEAD OF TWO OR MORE OFFICES.
   The city manager may appoint the same person as the head of more than one department or office, and may himself act as head of any department or office; but the department of law shall not thus be joined with any other department or office, and the city manager shall not act as head of the department of finance or of any office therein other than that of purchasing agent.
