(a) Assessments, Generally. At its option, the Village may utilize the provisions contained in Ohio R.C. Chapter 727 or 729.07 to 729.11 to repair any sidewalks in violation of Sections 903.01
to 903.09
. This option includes the right of the Village to make, or to contract out any repairs of the sidewalk in violation of Sections 903.01
thru 903.09
. After such repairs are made the Village may levy a special assessment for the costs incurred upon the real property abutting such repaired sidewalks.
(b) Village to Share Costs of Repair or Replacement. In an effort to assist the residents of the Village in complying with their obligations to maintain their sidewalks as required by this Chapter, the Village shall pay the cost of any labor provided by Village personnel to assist in the repair or replacement of any sidewalk within the Village limits.
(c) Owner Responsibility for Payment of Material Costs. Should the property owner who has received a notice under Section 903.05
request that the Village make any necessary sidewalk repair or replacement or should the owner fail to complete the required sidewalk repair or replacement within the time limit contained in the Notice to Repair, then the costs of all materials used and/or consumed to complete the sidewalk repair or replacement projects shall be the sole responsibility of the owner and may be assessed as permitted by law.
