10-3-1-1: PERMIT REQUIRED; FAILURE TO OBTAIN:
   A.   It is unlawful to construct any building or structure in the village where the cost of such construction exceeds one hundred dollars ($100.00) or to alter or remodel any building or structure so as to change the bearing walls, beams, supports, or the roof thereof, without having first procured a permit therefor. (1990 Code §16.106)
   B.   It is unlawful to construct, enlarge, alter or demolish a structure; or change the occupancy of a building or structure, requiring a greater strength, exitway or sanitary provisions; or to change to another use; or to install or alter any equipment for which provision is made or the installation of which is regulated by this title, without first filing an application with the building commissioner in writing and obtaining the required permit therefor; except, that "ordinary repairs", as defined in section 10-1-3 of this title, shall be exempt from this requirement.    C.   If any person commences any work on a building or structure before obtaining the necessary permit from the building department, he shall be subject to the penalty prescribed in section 10-1-9 of this title. Where work is commenced before a permit is obtained, the permit fees shall be doubled 1 . (1990 Code §16.211)
