A person operating or riding a motorcycle shall at all times while so operating the vehicle wear a helmet as required by state law and ride only upon the permanent and regular seat attached thereto, and the operator shall not carry any other person nor shall any other person ride on a motorcycle unless the motorcycle is equipped with a seat designed for two persons and has footrests for the operator and the passenger.
