§ 70.009 TRAFFIC ENGINEER.
   It shall be the duty of the Traffic Engineer to make surveys of the traffic conditions, needs and problems of the town, to make recommendations to the Town Administrator, and to do and perform any and all other acts which may tend to promote traffic safety.
