Nothing in this chapter shall be construed to prevent the owner of real property used by the public for purposes of vehicular travel or vehicular parking, by permission of the owner and not as a matter of right, from prohibiting the use nor from requiring other or different or additional conditions than those specified in this chapter or otherwise regulating the use as may seem best to the owner.
