§ 95.31 EXCEPTIONS TO SUBCHAPTER PROVISIONS.
   The provisions of this subchapter shall in no way affect the usual and customary sales and delivery of newspapers and periodicals, and shall not prevent the distribution of advertising matter in business buildings or private residences.
