   (A)   Effective April 12, 2022, the following civil penalties are fixed for the traffic violations indicated:

   (B)   Traffic violations included in this section shall be delinquent after the fifteenth day from issuance of the citation. Thereafter the following civil penalties shall apply to traffic violations, in addition to the stated penalty:

   (C)   A violation of §§ 72.01 through 72.20 shall not constitute a misdemeanor or infraction punishable under G.S. § 14-4, but instead shall be subject to the civil penalties fixed by § 10.99.
