(A) Any person in the employment of the city shall not operate a motor vehicle owned, maintained, or otherwise under the control of the city, on any public roadway unless the driver and all passengers are wearing a properly adjusted and fastened seatbelt.
(B) The provisions of this section shall not apply to a person who has in his or her possession at the time of the conduct in question a written statement from a physician or licensed chiropractor that he or she is unable, for medical or physical reasons, to wear a seatbelt.
