It shall be the intent of this chapter to promote and enhance the aesthetic appearance of the village; to protect the property values throughout the village; to enhance public safety; and to promote tourism and the opportunities for economic development of the village. It is further the intent of this chapter to promote and enhance the attractiveness of the village's thoroughfares and residential streets, which present public visibility to visitors and to passersby of the village by controlling and regulating abandoned, junked and nuisance vehicles.
