No driver shall park or stop a vehicle on a public street, as listed in the Stopping or Standing in Public Streets Prohibited Parking Schedule, Parking Schedule V, compiled under the direction of the Village Manager and kept on file in the office of the Village Clerk, in a manner that impedes the regular flow of traffic or creates an unsafe condition, except in an emergency.
