(A) The Fire Department shall consist of such volunteer and full time members, and such quarters, vehicles, apparatus, equipment and other personal property as may from time to time be authorized by the Board of Commissioners.
(B) The management and operation of the Fire Department shall be as provided by regulations promulgated pursuant to § 31.28.
