§ 90.043 STRAY ANIMALS.
   (A)   No person may, without the consent of its owner or keeper, knowingly or intentionally harbor, feed, or keep in possession by confinement or otherwise, any animal bearing identification tags or otherwise known by the person to belong to a specific individual, other than to restrain the animal pending notification of its owner or the Administrator.
   (B)   Any person coming into the possession of an animal bearing identification or otherwise known to belong to a specific individual shall make reasonable efforts to notify the owner within 24 hours.
   (C)   Any person who keeps or keeps in his, her, or their possession any animal whose owner or keeper is unknown to such person is obligated within 72 hours from the time such animal comes into his, her, or their possession to notify the Administrator.
