(A) The duly elected Commissioner of Public Property shall be the Superintendent of that department.
(B) The Commissioner shall have the following duties:
(1) Regularly inspect all the public buildings under the Commissioner’s supervision and control and to repair and maintain the same;
(2) Supervise and regulate the operation of the municipal Water Department, Sewer Department, Gas Department and swimming pool; to supervise all connections thereto and issue permits therefor; and to recommend to the City Council the rates and charges from time to time to be charged for the sale and consumption of water, natural gas, and sewer services;
(3) Regularly inspect the water treatment and distribution system and sewerage collection and disposal system and the gas utility system; and to repair, maintain and operate the same in accordance with the ordinances of the city and the regulations of any state or federal agency having jurisdiction over or regulatory powers with respect to the same;
(4) Regularly inspect the city reservoir and appurtenances and promptly report to the Council any construction or repairs required to maintain an adequate supply of water for the city and water users;
(5) Assist the Commissioner of Accounts and Finances in the collection of all charges made for the sale of water and the use of the sewerage system and the sale of natural gas of the city;
(6) Inspect, repair and maintain the municipal baseball and softball fields and supervise the use thereof;
(7) Prepare estimates of the cost of the construction, repair and maintenance of all public property and municipal plants, systems and facilities under his or her supervision and control; and
(8) Regularly inspect and maintain the swimming pool and to provide for the collection of all charges in connection with the use thereof.
