(A) It is unlawful for any person or persons to discharge, fire, shoot any pistol, shotgun, rifle, BB gun, pellet gun, or other firearm within the limits of the city, except that this shall not be applicable to the area known as the Pinckneyville City Lake, annexed to the city on February 20, 2001. This restriction will also not be applicable to the following:
(1) Any member of the armed forces of the United States or of the National Guard, when on duty;
(2) Any officer, agent, or employee of this city, the State of Illinois or the federal government who is authorized to carry a firearm and who is carrying a firearm in the performance of his official authorized functions;
(3) To the discharge of a firearm within any enclosed building;
(4) A dealer in firearms licensed under the Federal Firearms Act of the United States in the course of the conduct of his business on his business premises;
(5) An employee of an agency licensed by the State of Illinois to provide security services;
(6) Any hunting club, rifle club, rifle range, pistol range, shooting range, or other organization or entity whose primary purpose is to teach the safe handling or use of firearms, archery equipment or other weapons or techniques employed in connection with lawful sporting or other lawful activity;
(7) Any assembly for public historical reenactment purposes by a historic military reenactment group portraying events in military history presented for the purposes of public education and entertainment, provided that the participants utilize historically appropriate weapons;
(8) By participants in any competitive shooting event conducted by a not-for-profit organization, provided that prior permission for such event is given by the Chief of Police of the city.
(B) It is unlawful for any person to hurt, wound, maim or kill any bird or animal within the corporate limits of the city or upon any land or at any place owned by or under the control of the city by means of or by the use of any pellet gun, BB gun or device used for inflicting harm, including but not limited to knife, bow and arrow and slingshot.
