No trash, refuse or other combustible material shall be burned in any open place within said fire limits, or upon or adjacent to any premises outside or said fire limits used or occupied for any commercial, industrial, manufacturing, processing or business purposes whatsoever, except in an incinerator approved by the Council and constructed substantially as follows: All incinerators shall be made or the material specified in § 93.12 and shall be equipped with a lid or cover firmly attached thereto having a wire mesh screen with openings or not more than ½- inch or perforated with holes not greater than ½-inch in diameter.
