(A) The parking meters herein provided for shall control parking only between the hours of 8:00 a.m. and 6:00 p.m. on all days except Saturdays, Sundays, New Year’s Day, Decoration Day, July 4, Labor Day, Thanksgiving Day and Christmas Day.
(B) When the parking meters are not controlling parking, as provided in this section, vehicles may be parked without inserting any coin in the meter but the parking lines adjacent to the meters shall be adhered to in the parking in the same manner as is required during other times.
